The Norns foretold that Jörmungandr and his siblings Fenrir and Hel would bring about the end of the world at Ragnarok. Odin and the other gods so badly wanted to delay the end that they trapped each of Loki's children, Jörmungandr they tossed into the sea, hoping he would drown, but he only grew so large that he wrapped around Midgard placing his tail in his mouth.
Jörmungandr is a catalyst for Ragnarok, but he is not pure evil. He was cast out by the gods, thrown into the sea, and expected to drown because the gods wished to delay fate.
